Ranchers Cattlemen Action Legal Fund v. United States Department of Agriculture

Plaintiffs challenged USDA’s Rural Utility Service’s regulations relaxing restrictions on import of live cattle. The complaint primarily focused on increased risks posed by bovine spongiform encephalopathy, but also asserted a claim under the National Environmental Policy Act, in which the plaintiffs alleged that the environmental assessment should have analyzed increased emissions of greenhouse gases from transport and importation of cattle.
