Record of Decision for the Hamline Midway Library EAW

The Minnesota Court of Appeals affirmed the City of St. Paul’s determination that an environmental impact statement was not required under the Minnesota Environmental Policy Act for the planned demolition of an existing library and construction of a new library. Among other things, the court disagreed with an argument that the City failed to address the greenhouse gas emissions of demolition.
