A federal district court in the District of Columbia granted motions by the developer of the Revolution Wind offshore wind project and the States of Rhode Island and Connecticut for a stay and preliminary injunction of an order issued on December 22, 2025 by the Bureau of Ocean Energy Management (BOEM) directing that activities be suspended “for reasons of national security.” The court enjoined enforcement of the stop-work order, finding, for reasons stated in court, that the plaintiffs demonstrated a likelihood of success on the merits, that they were likely to suffer irreparable injury without an injunction, that the balance of equities was in their favor, and that maintaining the status quo was in the public interest.
