One of several challenges to the Commission of the European Communities’ decision rejecting the Polish Phase II national allocation plan (NAP) for the allocation of GHG emission allowances.  The Court dismissed all actions as inadmissible because the Commission’s decision did not directly and individually affect the Applicants.
