Sierra Club and three other organizations challenged the National Marine Fisheries Service’s (NMFS's) issuance of a programmatic biological opinion that governed oil and gas activities in the Gulf of Mexico. The plaintiffs’ arguments included that the NMFS failed to account for how alterations to the population structure and distribution of endangered and threatened species such as whales, sea turtles, and Gulf sturgeon due to climate change would interact with the proposed action’s effects. The plaintiffs also asserted that the NMFS failed to use best available science regarding climate change’s impacts on endangered and threatened species and their habitat.

Climate change can have a range of impacts on technological system. Extreme weather events can cause infrastructure failures like power outages or damage to roads and bridges, as well as the impacts from waste following natural disasters. Human activities also cause technological impacts, such as the risks posed by oil spillage and leaks.
