Ruling issued.
A California Superior Court said that the Banning City Council had not complied with the California Environmental Quality Act (CEQA) in its approval of the Black Bench project, a large residential development. The court rejected, however, the argument that the CEQA review should have considered global warming. The court concluded that no law required the City Council to consider global warming at the time it approved the project.
