The federal district court for the Southern District of California denied the plaintiffs' motion for a preliminary injunction blocking a 117-mile transmission line. The court that the plaintiffs had not show that they were likely to succeed on the merits, including on their claim that climate change impacts had not been adequately reviewed, or that the balance of equities or public interest favored granting an injunction.
