The developer of the Vineyard Wind project offshore of Massachusetts filed a lawsuit challenging an order issued on December 22, 2025 by the Bureau of Ocean Energy Management (BOEM) directing that activities be suspended “for reasons of national security.” The complaint asserted violations of the Outer Continental Shelf Lands Act, the Administrative Procedure Act, and the Due Process requirements of the Fifth Amendment of the U.S. Constitution.
