Center for Rural Affairs, a Nebraska nonprofit corporation that received a $62 million grant under the Inflation Reduction Act’s Solar for All program, filed a breach of contract action in the Court of Federal Claims arising from EPA’s termination of the grant agreement. The Center asserted that EPA’s unilateral termination of the grant agreement based on the One Big Beautiful Bill Act’s repeal of the Solar for All program breached the express terms of the grant agreement.
