Summary

Two NGO’s, the Global Legal Action Network (GLAN) and Climate Action Network (CAN) Europe, have filed a claim against the European Commission, demanding that the Commission increase the emission reduction targets for European Union member states by 2030. According to the claimants, the annual emissions allocations established by the European Commission in the Effort Sharing Regulation 2018/842, amended in 2023, violate article 191 of the Treaty on the Functioning of the European Union, the Charter of Fundamental Rights of the EU and the Paris Agreement, which require the European Union to preserve, protect and defend the environment, to protect human health and promote international measures to combat climate change.
