A California Superior Court dismissed claims that the California Department of Transportation failed to comply with the California Environmental Quality Act when it approved a highway widening project in the City of Pacifica. Among other things, the court found that the petitioner had failed to demonstrate that it had presented certain issues to Caltrans prior to the final environmental impact report, including the purportedly inadequate analysis of greenhouse gas emission, and that judicial review of all such issues was therefore barred.
