A complaint filed by the State of Texas and a Texas-based oil and natural gas producer in the federal district court for the Eastern District of Texas asserted that the withdrawal exceeded authority granted to the President by the Outer Continental Shelf Lands Act (OCSLA), including because the action implicated the major questions doctrine and there was no clear congressional authorization in OCSLA for a permanent withdrawal of lands from consideration for oil and gas development.
